That depends on how competent you are. If you're absolutely incompetent (e.g. Wikipedia administrator) then just block this IP address: 93.97.21.99
If you actually want to solve stuff, then read as to what is proxied.
This is a Tor exit node. It does not permit IRC traffic or Wikipedia traffic. Though Wikipedia's admins and Freenode's IRCOps don't care (this IP is banned from both and without any form of notification), I do. Other traffic is generally permitted. If you need an exemption, simply drop me a note (email is in the footer) with the IPs and/or ports which should be denied.
You're hosting my copyright/private material on your users or uploader!
The uploader, you can deal with. Simply upload another, non-infringing file with the same name. Or pay MediaSentry to do it, they're into stuff like that.
The users again you have to deal with. I can notify them they're in violation (if you can provide evidence) but can legally take no action. Contact the user, if he has made contact details available, or the email address in the page's footer and I'll try to do it for you. Note that if you cannot prove your ownership, then you clearly cannot prove any form of infringement. Proof or at least evidence is necessary!
